It's obscene, it passed in the Dáil nearly a year ago but the Seanad have been sitting on it ever since. Some senators must have kicked up a real stink about it.
If it were ever to come into effect, it would be dystopian. I presume Kendi and his ilk would consider it utopian. The choice of adjective was intended to indicate how unrealistic a policy proposal it is.

By the way, the notion that Kendi's "anti racist" (actually racist) Constitutional Amendment is "utopian", rather than dystopian, is pretty funny.
